It's shorter if you ignore the indirect dependencies in go.mod! I thought about using a separate go.mod for tools, but it didn't seem worthwhile.

I guess this relates to SSE-184, so we're one step closer to finishing it 😄

I'm loving this Makefile cleanup. I'm not saying that Go is the best by any means, but having your build tooling and source code using the same toolchain is kinda nice. Let me know if/how you like this approach.
